Responsibilities
This position serves as a Land Law Examiner within the Vernal Field Office. The incumbent at all grade levels performs a wide range of land law examination duties and responsibilities. At the lower level, the employee will be assigned work designed to further develop and refine their knowledge and skills. At the full performance, GS-09 level major duties include but are not limited to:
Reviews and processes the full range of lands cases for accuracy and completeness.
Reviews and makes determinations for a variety of rights-of-way applications; processes fees in connection with grants; and determines appropriate bonding requirements to ensure that the interests of the federal government are adequately protected.
Makes determinations on applicant qualifications under applicable laws and regulations.
Prepares letters, notices, decisions, and other documents to effect required land management actions.
Conducts legal research to determine various land statuses; and analyzes both internal and external reports for adequacy.
Utilizes data systems and applications to collect, enter, manipulate, update data according to prescribed Bureau and program standards.
Prepares annual billing statements.
Provides support to the oil and gas program, and any other dutie as assigned.

Direct Deposit Required.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirements in accordance with 5 CFR 300.604. Time-in-Grade requirements for the GS-09 level is 52 weeks at the GS-07 level.Time-in-Grade requirements for the GS-07 level is 52 weeks at the GS-05 level.
Qualifications
Specialized Experience requirement: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. This experience must also be documented in your resume.
In addition to the time-in-grade requirements, to qualify at the GS-07 level you must meet one of the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Land Law Examiner. Examples: examination of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use; title searching, interpreting land records; work in land appraising; legal instrument review and interpretation; working with legal transactions such as acquisition, leases, or disposal of land. OR Education: To qualify based on education you must A) have 18 semester hours of graduate level education leading to a master s degree or equivalent that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation OR B) you meet the requirements for Superior Academic Achievement (S.A.A.) AND you have at least 12 semester hours of coursework related to the administration of land laws as mentioned above. OR Combination of Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements if it has provided the knowledge, skills, and abilities necessary to do the work.
In addition to the time-in-grade requirements, to qualify at the GS-09 level you must meet one of the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Land Law Examiner. Examples: adjudication of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use; title searching, interpreting land records; work in land appraising; legal instrument review and interpretation; working with legal transactions such as acquisition, leases, or disposal of land. OR Education: To qualify based on education you must have two years (36 semester hours) of graduate level education leading to a master s degree or equivalent degree in a directly related field such as surveying, cartography, land use law, real estate law, land appraising or land use planning. OR Combination of Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements if it has provided the knowledge, skills, and abilities necessary to do the work. When substituting, you cannot use the first 18 semester hours that you earned.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
